The Sunday edition of the  Dallas Morning News questions ties between an accused con man with a history of theft and Dallas County Sheriff Lupe Valdez. The newspaper says Kevin Pate used his discount retail store, Value Giant, to help the Sheriff put on her annual Christmas toy drives in 2007 and 2008.  There have been  allegations that Pate received preferential treatment in disputes with some Deputies, and with creditors.  Pate reportedly faces several felony theft charges in Dallas County for writing bad checks and failing to return a rental car.  Two of his three Value Giant stores allegedly defaulted on their leases, and moved out owing thousands of dollars in rent.
