The Dallas City Council will get a budget briefing today from the city manager…and Mary Suhm’s plan includes no increase in the property rate. It does call for cuts in many city services and higher fees for at recreation centers. Suhm’s plan calls for nearly 450 layoffs and five mandatory furlough days for police officers.
