Dallas Police Kill Unarmed Man After Standoff

DALLAS (CBSDFW.COM) – Five Dallas Police officers shot and killed an unarmed man in West Oak Cliff Saturday after he had someone at a nearby business call police to tell authorities he had a gun, police said Sunday.

Police received an emergency call at 5:58 a.m. Sunday from an Oak Cliff business that asked police to come to the 2900 block of W. Davis. According to police, Tony Orlando Menchaca, 32, asked the business to call 911 and told them he had a pistol.

Police “maintained their distance” while speaking with Menchaca because of the apparent weapon. Police blocked traffic on Davis, called an ambulance and a SWAT team, and requested bulletproof shields.

About an hour after the initial call, Menchaca began to walk toward the 3100 block of Davis to speak with officers. He again told them he had a pistol, police said. Menchaca then “made gestures that the officers deemed threatening” and five officers opened fire, shooting and killing the man, police said. Menchaca’s family members said he had been diagnosed with schizophrenia and bipolar disorder.

On Monday, police officials said that Menchaca threatened to shoot officers.

“When he says, ‘I have a gun, I’m going to shoot you,’ [and] he’s harmed officers in the past, officers have to be at a heightened state of awareness, of concern,” said Deputy Chief Craig Miller.

A police release Sunday said the Homicide Division’s Special Investigations Unit will head a criminal investigation, while an Internal Affairs investigation will “look at administrative and policy issues surrounding the incident.” There is relevant dash-cam footage, police said, but it will not be released to the media until both investigations are complete.

This is the second time in two weeks that Dallas Police have shot and killed an unarmed man. On Oct. 29, Dallas police were called to an east Oak Cliff apartment complex in the 3800 block of Bonnie View Road.

Officers soon encountered Tobias Mackey, 25, who had a criminal trespass warning, which made it illegal for him to be at the complex.

While speaking with officers, Mackey moved his hands behind his back out of view of the police. Mackey was ordered to move his hands to his side. Police said he did not, and “made gestures” that caused three-year veteran Officer Matthew Tate to shoot him.

Mackey died from his wounds, and officers later did not find a weapon on the 25-year-old. An 11-year-old boy walking in a courtyard behind Mackey was also shot in the arm during that exchange. The boy was not seriously injured. That investigation is also ongoing.

“It blew me away,” said Rev. Ronald Wright, the executive director of Justice Seekers Texas. “We’re not going to settle for anything less than talking about indicting these officers who are trigger happy.”

Wright has spent time with the community in the complex where Mackey was killed. Neighbors gathered with pastors Sunday over a barbecue dinner to discuss crime in the community and to call on police to hold their own accountable.

    So Jack arse, what would you have done if you were the officer(s) in that situation? What these men did is called suicide by police. The officers did exactly what they were trained to do and those men undoubtedly knew what the response would be to their actions. Would rather they erred on the side of danger and perhaps made a widow of one of the officers? .Too many people take for granted the duty police fulfill. Every time they answer a call they face the possibility of not going home that day and people that criticize them are the first to call them when trouble arises. Best you thank God that there are brave men and women willing to face danger to protect you in spite of your ignorant lack of appreciation!

    The more of these kind of people the police kill, the better off the world will be. The police told that Mackey guy to show his hands but he wanted to be a punk thug and not listen. Then he made moves so he DESERVED to be shot!!!
    This other guy said he had a gun so he was probably trying to do “suicide by cop” so they obliged and gave it to him.
    I hate police more than anyone but these kind of people DESERVE to be shot and killed!

    Usually reasonable people are trained to kneecap an armed suspect. An unarmed suspect, can’t shoot a gun at you and kill you. Some people (usually police officers) are determined to kill suspects and make theirselves look good.

    Jack, cops are all taught to make it home at the end of their shift. Another thing they are taught is “dead men don’t sue”! Here are 2 things to think about though. 1)Does all the caffiene and sugar some cops consume during their long shifts effect their reactions? 2)I know for a fact that some cops take STERIODS, those do effect your judgement. Why doesn’t police departments drug test for those?
    Also Dallas cops are working in a big city where people get shot all the time. Up close you can use a taser but at a distance you really need a gun.

    Jack Arse, you’re an idiot. Police are not trained to “kneecap” someone. Anytime they fire their service pistols at a person, it is deemed deadly force. So why would they shoot him in the Knee, so he could sue them later in civil court? My opinion is good job to the Dallas Police force, and let this be a deterrent to any other moron who tries to pretend that he has a gun in order to gain attention or notoriety. The world is a safer place with one less lowlife to deal with.

    look. Im an armed securty officer. I work side by side with Dallas police department. I know what they are put threw in almost any situation they get into. The officers that shot both men above. Im willin to put everything on the line to say they were in the right with what they did. They know there jobs. They are very well trained. As far as kneecaping? What gave you that idea? Yes you shot to stop not kill. But you still aim center mass. (chest) not the knees. Also. They were under the impreshion they both had guns. Tell me what you would do if someone was threatening you with a gun. You goin to “kneecap” them?

    Jack Arse I have been taught to always shoot in the center mass. It never fails you shoot center mass you will always hit your target. Try to kneecap someone chances are you will miss. If you do hit then you will probably be sued for crippling him

    90% of cops are the people who were too dumb to do anything productive with their life after high school and turn to law enforcement in order to regain some semblance of respect for themselves. If they weren’t always so quick to shoot first and ask questions later, they wouldn’t have people using them as an assisted suicide squad. Despite all of their training, they are clearly not calm and competent enough to wield a firearm. Don’t act like this guy’s a hero; there’s never anything noble about taking a life. He’s a killer the same as any other; he’s just a cowardly one that hides behind a badge.

And I bet more money that you would be very happy to hear a siren in the distance, wouldn’t you? Don’t gripe and moan about men and women who put their arse on the line, every day, to protect your skinny arse.

    If these officers are supposedly so “highly trained”, can’t they just shoot to wound?? I know if i was shot say, in the leg or shoulder…it would make me rethink what i was doing..
