WASHINGTON (AP) - The Senate is preparing to cast its first votes on a landmark immigration bill to remake the system and offer citizenship to millions.

Two votes are scheduled for Tuesday afternoon on moving forward with the bill. Ahead of that action, senators are appearing on the Senate floor to mount arguments for and against the legislation, while working behind the scenes on amendments.

Fights loom on issues including border security, back taxes and health care coverage.

As senators entered the second day of debate Monday on the far-reaching measure, Senate Judiciary Chairman Patrick Leahy of Vermont, a Democrat, said that there’s widespread agreement the system is broken and in need of comprehensive reform.

The top Judiciary Committee Republican, Chuck Grassley of Iowa, countered that the bill repeats mistakes of the past.
