Record Number Of Officers Leaving Dallas Police Department

DALLAS (CBS11) – Dallas Police Association President Mike Mata and others sounded the alarm months ago: Now, by the end of this month, Mata says 72 Dallas Police officers will leave: 70 percent of them are retiring and the other 30 percent are going to make more money at other departments. “We’re losing some of our most experienced detectives: The investigator you want to come out and solve that homicide, that you need to come out and solve that sexual assault.”

Adam McGough, chairman of the Dallas city council’s public safety committee, is also expressing concern. “That’s the first of this number I heard of it. Anytime we have large numbers of officers leaving, it’s concerning.”

Most officers are leaving as a result of a crisis at the police and fire pension fund.

To save the fund, the Texas Legislature passed a law that requires police officers and firefighters to contribute more to their retirement.

In addition, the city also has to pay an additional $40 million into the pension fund in the next year.

To pay for that added cost, City Manager T.C. Broadnax is proposing to slash the number of funded positions in the police department from 3,613 during the 2016-17 budget year, to 3,094 during 2017-18, and 3,144 during 2018-19.

So can the department still respond to emergency calls quickly?

McGough says, “That’s the question and that’s a question for our new chief coming in on how she handles the staffing and allocations.”

He, Mata and others have warned about the number of officers dipping below 3,000.

Mata says, “We’re at a critical state and we’re not solving the problems that are going to help correct this. That’s why I’m a little disappointed in the city manager’s budget.”

To help, the city is moving civilians into some positions so officers can return to patrol.

Mata says the city needs to spend more money on public safety, such as officer training and equipment to attract more officers and keep the ones they have. “It’s another game of robbing Peter to pay Paul and it’s just not going to work long-term.”

The city council will receive its first briefing on next year’s proposed budget Tuesday morning.

  1. The citizens better take a course in how to ” Self Rescue ” because the response time when they call 911 will be outrageous. This was not expected from the city. Have a shortage of police officers? No problem, CUT more positions. I am a retired police officer, I have the training and a gun. Apparently, Local Elected Officials have developed Liberal Programs that milked revenue from City Pension Funds??? Apparently, the Cops are Handcuffed with “Hands Off” policies and a PC Administration allowing Crime to Flourish to the Point Cops are being Shot and no one is going to Jail ??????……How can the Job be made more attractive if the Pension Fund is in Jeopardy and the Administration doesn’t have your Back????….The Answer is, when you allow a certain Group of People Control of local Government………..It’s never will be Attractive…….Period!!!!!!

    Police officers are civilians, despite the militarization of our peace officers and the “us vs. them” mentality fostered by some police departments and in the group training they receive with federal forces…

    Maybe the police don’t like the idea that some group will come in, try to kill them, and then decide on who will be their new leader?

    So what you are saying is that the safety and security of Dallas citizens is being compromised by a city government that has been jacking with the pension funds. They promised what they cannot provide. Give the police and firemen a couple of million in retirement benefits and let the grandchildren sort it out. That is responsible government for you. To cut the Dallas government some slack, every city in the nation, save a few with intelligent leadership, have done the same. Just check out their unfunded pension plans.

      You hit the nail on the head. Promised unreasonable pensions at unresonable retirement ages. Happens in every city because such policies mean votes. The author could have gone further and investigated the retirement amounts. The star telegram ran an article some 10 years ago. Some police at the Corporal level retired at over $100,000. The Ft Worth pension fund was delinquent by a couple of $100,000 at the time; now over a billion. Nothing was changed

  14. Aside from cops being ambushed on demand by Black Lives Matter, there is an even more threatening curve to this conundrum…union leaders. Sure, they work darn hard in getting their people every huge benefit possible, threatening strikes and pulling back response to calls to make it happen. But the unions and politicians have to realize that there are so many tax payers in their locale who are paying these bills! Where’s the money coming to pay out these pensions? Wages? Benefits? People don’t realize that the government, state or federal, has no money. They rely on tax revenue. And when you lump all your municipal employees together from fire, police, teachers, bureaucracy, civil workers…those wages, pensions, and benefits are unsustainable, just like Obamacare! Throw in roads and infrastructure, then remodelings/refurbishing of city/state buildings including courthouses and schools, voters are relied upon to okay bonds…and most of those voters don’t work, gleefully giving away others’ money. State taxes, gas taxes, cigarette taxes, the list can go on and on as more money is needed to pay the bills. The working tax payer not only is relied upon to contribute to these peoples’ wages, pensions, and fulfilling bonds…they’re also stuck trying to make a life for themselves and pay their own bills!

    There is a solution. Privatize!

    A little truth here. Most of the time police officers are involved in routine traffic stops that pose no threat to public safety. 75% of police work has to do with revenue collection for local cities.
    Also arrests for drug use consumes lots of time and money for the police. Instead of spending 75 hours and $200,000 to prosecute a 35 year old for smoking pot, the police should be policing for violent crimes.
    Solution ? Have the police involved in real crimes and not POLITICAL crimes that enhance revenue for local communities. Also, lower the standard and pay for cops. many towns won’t hire a cop unless they have a perfect credit score and either have a relative working for the city or past government employment history.

    STOP PUTTING IDIOTS INTO POSITIONS OF AUTHORITY. Also, regarding pension plans. Pension plans are on their way OUT. Pension plans were your grandfathers retirement style packages. Keeping money in markets that make 3 or 4% is not going to fix this. Dumping in more tax money AND STILL STAYING in markets drawing 3 to 4% is not going to fix this. Diversify and look at other Police and Fire Retirement plans. I know they have to be conservative, but there comes a point to where you have to decide whether you want to be conservative and run out of money, or be middle of the road and keep the funds solvent. Use your head. Don’t keep doing the same thing over and over.

    If I’ve learned anything from watching 45,000 hours of LIVE-PD, it’s that people smoking pot and not having their drivers license is not even worth 2 seconds of police time. I’m not saying “Oh everyone is doing it so it’s OK”. Everyone is doing it because it’s not a huge crime. In Texas it is. I could stroll through a Kindergarten with a fully loaded AR-15 and no one would say a thing. Whip out a joint 100 feet from the school, and I’d be looking at 5 years.

    GET THE BULL$H|T OUT OF POLICE WORK. These petty crimes are huge time wasters. Marijuana is not a gateway drug. If Marijuana is a gateway drug, then Willie Nelson better hurry up. Make marijuana legal in Texas and do away with all the nonsense police work on it. And for the record, I don’t even smoke pot. I have in the past when I was a kid, and I can tell you that Alcohol is far more dangerous to the public and to your body/liver. That’s a fact, jack.
