HOUSTON (AP) – Gov. Rick Perry is delivering an economic speech he promises will detail key Texas budget principles for next year and beyond.

The Legislature doesn’t reconvene until January, but Perry spokeswoman Lucy Nashed says “it’s never too early to start looking at these issues.”

Legislators, who are obligated by law to balance the state budget amid huge revenue shortfalls, cut nearly $15 billion in state spending last year.
