DALLAS (CBS11) – The construction company working on a high-rise Dallas condo building when its seven-story parking garage collapsed Friday says, “standard protocol was not followed.”

Reconstruction Experts Inc. was working on remodeling the complex’s deck pool and, according to residents, had placed heavy construction materials on the garage’s top level.

Investigators are trying to determine if the weight of the pile of concrete, dirt, and rocks is to blame for the collapse.

Reconstruction Experts Inc had filed an application with the City of Dallas to do the work on the pool deck, however, the city had never issued a permit because officials still had questions.

A city official told the CBS11 I-Team the city had sent an email to the company just hours before the collapse asking to applicant to submit an additional drawing and more information.

The CEO of Reconstruction Experts Inc., Andrew Anderson, in a written statement acknowledged the mistake.

“The supervisor working on the project at The Renaissance began work while a permit was still in process, but not issued. It’s an unacceptable error and one that I apologize for. We’ve built our business on a commitment to safety. So once we complete our internal review, we’ll hold accountable those responsible for this error and it could lead to termination.”

Reconstruction Experts Inc. said it has had more than thirty members of its team working around the clock to secure the site and help homeowners retrieve possessions from their trapped vehicles.

While more than forty vehicles have been removed from the garage, residents say another two-hundred remain stuck.

Once the parking structure has been declared secure, the construction company said it will begin an investigation to determine what caused the collapse.

Reconstruction Experts Inc. is based in Arvada, Colorado with several offices in Texas, including one in Irving.

According to the company’s website, it has done a wide-range of construction jobs in Frisco, Coppell, and Dallas.
