The financial problems that nearly shut down an Arlington apartment complex last week may be more widespread.   When the owner of Bristol Pointe apartments fell behind in paying utility bills, the electric company was minutes away from cutting power to the Arlington  complex.  A last minute payment headed that off.  Mayor Robert Cluck says it could happen at other complexes and he wants action from Austin.  He wants the state legislature to require an escrow account that will guarantee utility payments.  He blames out of state owners he says don’t care about residents.  He wants them to do the right thing.  Cluck says there’s little the city can do to head off such issues.
