More change is coming to the Texas Youth Commission.Its chief watchdog, Ombudsman John Moore, will be leaving September first.  His replacement will have to be appointed by the Governor.  Moore turned in his letter of resignation before this week’s call for a new federal investigation of the agency by advocacy groups including  Texas Appleseed.  “By in large the most concerning reports are youth on youth violence in the Al Price Facility.”  Appleseed Attorney Deborah Fowler says, however, there is good news that the sexual abuse of youth by TYC staff that first led to massive reform of the system in 2007 isn’t happening now, but the youth on youth violence and some instances of improper restraint of youth is still a big problem.
