AUSTIN (AP) — A plan to spend $2 billion on a state water fund that met with conservative opposition has failed because it broke a parliamentary rule about when such a bill could be considered.

The withdrawal of the measure to tap the Rainy Day Fund kept Republicans from having to make a politically difficult vote.

“The people of Texas expect their elected officials to address the water needs of our state, and we will do just that. This issue is too important to leave its fate uncertain, and I will work with lawmakers to ensure we address this need in a fiscally responsible manner,” said Gov. Rick Perry.

Tea party members said the bill’s spending was reckless, while supporters said it was necessary to meet the state’s water needs. The fund would have established a bank to help state and local authorities build $53 billion in water projects over the next 50 years.

Experts say the Texas population is quickly outgrowing the amount of fresh water available.

The bill could be reconsidered later in the session.
