WAXAHACHIE (CBSDFW.COM) – City of Waxahachie public records show two contractors for AT&T had a right-of-way permit to work on Arabian Road.

Fire investigators have said it was a third-party contractor laying fiber optic lines that struck an Atmos Energy gas line, causing damage that led to a leak.

CBS 11 News reached out to the companies named on the city permits.

The owner of Trademark Electric said his company was working for AT&T, but in another part of the Saddlebrook Estates subdivision, and not on Arabian Road where the gas line was hit.

He adds, his company finished up their work several weeks before the explosion.

Monday morning, Adele Chavez and her brother Jamie Rodriguez were badly hurt and burned when their home on Arabian Road exploded apart. It happened when Chavez turned on the stove Monday morning. She and her brother were rushed to Parkland Hospital. Chavez had surgery to fix a broken arm and skin grafts to treat her 2nd and 3rd degree burns. Her brother Jamie Rodriguez was released from the hospital Wednesday. Both have a long road to recovery.

The blast also damaged nine neighboring homes. At least two of those homes are not livable at this time.

The second company granted a right of way permit by the city is listed as Circle L Construction.

CBS 11 News tried to reach Circle L Construction by email, phone and at home during the last 24 hours, but requests for comment were not returned.

Investigators say a contract worker struck a gas line, and the gas seeped through the ground into a broken sewer line. The gas traveled into the home across the street, and built up over the weekend.

The Texas Railroad Commission is investigating, along with the Waxahachie Fire Marshal and Atmos Energy.

A spokesperson for AT&T says the company is working to help that investigation.

Their Chavez family is receiving support from friends, strangers, and their church family at Refiners Fire in Ennis.
